IT Manager

Job Description

The Commission on Gender-based Violence and Domestic Violence within the Ministry for Justice, Equality and Governance invites applications for the post of IT Manager.

 The duties of IT Manager include:

  • Assisting in the analysis, purchase, implementation and evaluation of hardware and software;
  • Raising requests for the provision or termination of ICT services;
  • Assisting users in their ICT setup requirements, including migration of data to other systems and physical movement of ICT equipment;
  • Providing technical support and assistance to users in using applications and perform 2nd level support activities;
  • Overseeing the maintenance of the network infrastructure;
  • Managing ICT inventory including all tangible and intangible assets;
  • Responsible for maintaining appropriate stock levels of computer consumables and accessories;
  • Testing system applications and enhancements and assisting in User Acceptance Testing;
  • Providing and/or analysing data for verification or reporting purposes;
  • Ensuring that ICT control procedures and practices are in place and that Government ICT Policies are being adhered to;
  • Maintaining public facing website using a variety of content management systems;
  • Writing technical reports and/or user guides related to the ICT field and other reports as may be required by management;
  • Administering security rights and liaise with superiors in order to improve systems security;
  • Generating ad hoc reports as may be required from database application;
  • Liaising with third parties to assist in the provision of ICT services and/or implementation of ICT projects;
  • Maintaining satisfactory standards of safety and security in relation to computer rooms and equipment;
  • Providing support for the leverage of mobile technologies such as iOS/Android/Windows mobile devices and cloud based computing;
  • Due to rapid changes in technology, the officer is required to keep abreast of advancements in ICT;
  • Performing other ICT related works or projects assigned by superiors;
  • Any other duties according to the exigencies of the Public Service as directed by the Commissioner and Permanent Secretary.

Qualifications and experienced required:

  1. Must be in possession of a recognised Bachelor’s qualification at MQF Level 6 (subject to a minimum of 180 ECTS/ECVET credits, or equivalent), in Computing, and/or ICT, or a recognised comparable professional qualification;
    OR
  2. Must be in possession of a recognised qualification at MQF Level 5 (subject to a minimum of 60 ECTS/ECVET credits, or equivalent), in Computing and/or ICT, or a recognised comparable professional qualification, plus two (2) years relevant work experience in a formal and mature ICT environment.

Competencies required:

  • Analyse and determine needs of users regarding organisation and IT and telecom systems;
  • Determine strategy and orientation of IT and telecom systems within the organisation (evolution, organisation…);
  • Control of software and hardware; installation (equipment, system, network, workstations, software); and maintenance;
  • Supervise and coordinate execution of projects.

Applicants must be of conduct which is appropriate to the post applied for and must produce a Certificate of Conduct issued by the Police or other competent authority not earlier than one (1) month from the date of application.

Salary Package

The salary for the post of IT Manager is Salary Scale 10, that is €20,603 per annum, rising by annual increments of €407.67 up to a maximum of €23,049.
